I am pretty sure. Here is the snippet from MinaPayloadHelper class (Camel
1.4):

    public static void setOut(Exchange exchange, Object payload) {
        if (payload instanceof MinaPayloadHolder) {
            MinaPayloadHolder.unmarshal(exchange, (MinaPayloadHolder)
payload);
        } else {
            // normal transfer using the body only
            exchange.getOut().setBody(payload);
        }
    }

This method is called from MinaProducer
As you can see only body is set. No headers at all.
