Hi Arsen,
Thanks for your test case. I can see your pain now. 
This JIRA was to resolve the encoding issue of Content-type, and camel barely touch the under
layer stream to tell the encoding by checking the http-equiv. My suggestion is you can write
a custom bean to check the content-type of the http-equiv , then set the message header with
the encoding.
