The code comment explains why. You most likely not want misfires to fire if you have stopped
and started a server etc. Or at least you should be able to easily dictate what to do. 

So if you have a stateful job you may want to keep the trigger in the scheduler store, and
still stop / start servers in a controlled fashion, and not have misfires trigger if it was
started again. 

Not sure if there should be another option to fast-forward to now on startup, so ppl can turn
this on|off according to their needs.
