Patch for Issue 4198 is attached.

Fix in file BindyKeyValuePairFactory.java in package org.apache.camel.dataformat.bindy.

Fix made to check KeyValuePair String[] length>1.

No Unit tests added or updated. Only updated input fix message used for testing in Unit Tests.
Added new tag with no value for tag 55.
"file://src/test/data/fix?noop=true";

Without patch unit tests would fail for problem stated in the jira description.

Fix now handles key:value in fix message with no 'value' populated as well.
