useStderrOnEmptyStdout perhaps?  A bit wordy, but descriptive.  Perhaps fallbackStderr?

 IMHO suppressing it should be the default behavior, since one is rarely able to treat stderr's
content the same as stdout except for simple cases like logging, but as long as the option
is available, I'll take it either way.
