We have the case where we want to send out case sensitive headers. CXF expects the soap action
to be written SOAPAction, Tibco Business Works expects it like SoapAction (at least when using
SOAP/JMS). 

So I vote for reverting this change and bring back the normal map.  Perhaps the case insensitive
lookup can be implemented in a way that does not affect people who need case sensitive headers.
