Notice how you can have fallback handled policies:
1st onException
2nd DLC

So if onException has a predicate it will use this one, if not then use from DLC (if any).
Its either one, not testing both. So if 1st evaluates to *false* then its not handled, even
though the DLC would evalute to *true*.

Should we consider letting it be or? instead, if either one of #1 and #2 returns true then
its handled?
