Attached is a patch that causes FileDeleteRouteTest to poll every second while sleeping for
4 seconds before calling result.assertIsSatisfied().  This ensures the test will fail if the
sent file isn't deleted.

I managed to reduce the dependencies between strategy and file from 12/17 to 8/1. This makes
the code much easier to grasp as you can understand the packages separately.
