We have three ways for relocating the local repository: symlinks, env variables, settings.yml.
 I think that's enough options and variance, and it's easier to test these three because you're
only testing one method, so it's easier to make sure these three work with the buildfile generator
or anywhere else we need global settings before loading the buildfile.
