    @aledsage, this tries to avoid the following entry in the catalog  for `JcloudsLocation`.

    I think this impl is enough, maybe [ordering](https://github.com/apache/brooklyn-server/blob/master/locations/jclouds/src/main/java/org/apache/brooklyn/location/jclouds/BrooklynImageChooser.java#L330)?
