Subject [GitHub] brooklyn pull request: add the go CLI

    add the go CLI

    builds on @geomacy's work, extending so that:
    * uses a property -Dno-go-client to suppress building the go client
    * removes the version from the name of client cli folder in the dist
    * switches from `src/main` for go cli project license/files to `build/`
    * tidies how `NOTICE` files are generated
    * improves docs and README, including the above and others
    this depends on three other PR's:

You can merge this pull request into a Git repository by running:

    $ git pull go-cli

    exclude the client (go) project based on whether a property is set
