    Once the latch has counted down, that's it. It's acting like a one-time barrier, once
it is zero, all other `await()` calls return true immediately. The semantics for semaphores
were different, and I didn't like them. So, in your ABCD case:
    
    1. A creates the latch and starts to do work
    2. BCD all wait on it
    3. A takes too long to finish
    4. B times out and calls `countDown()` setting the latch to zero
    5. C and D both drop out of their `await()` calls and discover there's no VLANS and fail
    6. (Optional) A eventually finishes or crashes and the `finally` block executes, also
calling `countDown()` on the latch, which has no effect
