    Fix for BROOKLYN-169 - CreateUserPolicy always resets the password

    - Added parameter (VM_LOGIN_USER_RESET_PASSWORD)
    - VM_LOGIN_USER_RESET_PASSWORD controls when password to be reset
    - VM_LOGIN_USER_RESET_PASSWORD is true by default to retain full
      backwards compatibility

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/ygy/incubator-brooklyn fix/create-user-policy

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/incubator-brooklyn/pull/877.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
