currently if authentication is turned on it is required in all cases (except the simple localhost
mode).  i'd like to keep that as it is a simpler security model.

what we could do is a special entitlement for health-check (eg `serverStatusOnly()` similar
to `readOnly()` in `Entitlements`), that way there can be one set of credentials nagios could
use.

would that be an acceptable resolution?
