Ok that seems better, could you look at the file
  =
/var/www/bloodhound/installer/bloodhound/environments/main/conf/base.ini
there should be the following acct_mgr entries under [components]:
  acct_mgr.admin.* =3D enabled
  acct_mgr.api.accountmanager =3D enabled
  acct_mgr.guard.accountguard =3D enabled
  acct_mgr.htfile.htdigeststore =3D enabled
  acct_mgr.web_ui.accountmodule =3D enabled
  acct_mgr.web_ui.loginmodule =3D enabled

Then also please check which acct_mgr .py files were installed for the
virtual env, they should be in the
  =
/var/www/bloodhound/installer/bloodhound/lib/python<version>/site-packages=
/acct_mgr
