#81: Better error handling while rendering widget contents

The idea is to try to detect and handle so much exceptions as possible
when rendering widgets. Instead of letting them to propagate up to request
handling loop (thus displaying error page) , it should be possible to
render all other contents of the page and insert an (error | warning)
message at the exact location where widget is to be shown . This message
should contain useful information for both users accessing the site (e.g.
`TRAC_ADMIN` permission is needed in order to display this content) , and
admins (e.g. see log entry !#123456789 for further details) .
