Looking at your oozie.log (why did you say it wasn't there?)
I see the following exception (bellow). This means that
you haven't initialized Oozie database. Make sure do the
following:
  $ sudo rm -rf /var/lib/oozie/*
  $ sudo /etc/init.d/oozie init
