This may be a silly suggestion, but if you want v1.0m1.zip and your
browser still won't let you use the first URL you posted then try this
one:

http://svn.apache.org/dist/incubator/beehive/v1.0m1/apache-beehive-incub
ating-1.0m1.zip

I agree with Eddie - seems like you may have hit the server at a bad
time.  I wonder if maybe your browser has cached the connection refused
response or something, so that is why I am suggesting the different URL
(that actually maps to the same file).
