Ah, this is actually a Tomcat issue (not necessarily a bug in Tomcat, 
but an awkward design IMO).  The welcome file will only work if there's 
actually a resource at that URI.  This is strange, since you can have a 
Servlet that makes the URI valid without  actually having anything 
there... but it's the way it works.  You can use the following workaround:

    - Add <welcome-file></welcome-file> to the top of the list.
    - Create an empty file next to

I think this will fix it.
