Verified in source from SVN 179731.

Followed these steps to verify:
ant -f build-svn.xml build deploy.war
mv ../../../blankWS.war $CATALINA_HOME/webapps
ant -f build-client-svn.xml
edit ../src-ws/web/Blank.java
ant -f build-svn.xml build deploy.war

Also, I see that artifacts for client are going to WEB-INF/build-client.

trunk/samples/wsm-addressbook-enhanced was also tested in this way.
