Yeah, been meaning to enter this one for a while...

The WSM samples (and tutorial descriptions) should use build files that are in:

  WEB-INF/src/
              build.xml
              build.properties

so that the apps can build but the build files don't appear in classloader.  The other option
is to structure the application as the petstore is:

petstoreWeb/
    build/
    src/
    web/
    build.xml
    build.properties

But, for v1, let's stick to WEB-INF/src/build.[xml|properties]
