    Limit Java postcommit to Java SDK and related

    Follow this checklist to help us incorporate your contribution quickly and easily:

do not require a JIRA issue.  Your pull request should address just this issue, without pulling
in other changes.

    Follow up on this short-term splitting since we have timeouts here and I think they might
be masking real issues. There's already a Python postcommit hook, though it runs a bash script
which I haven't read over.
