The idea is that the Java SDK will migrate away from Iterable<WindowedValue> as the
primitive view type and understand a new multimap materialization format.

To do this, the initial idea is to make a minimal migration updating required interfaces/classes
to loosen type restrictions moving away from Iterable<WindowedValue<?>> and also
swap to use a trivial multimap representation where we store everything underneath a single
void key and maintain the current iterable -> view mapping.
