    Add PipelineOptionsTranslation

    This converts a PipelineOptions instance to and from a Protobuf Struct.
    Needs to be performed to send an entire job specification through the Job API.

    Add PipelineOptionsTranslation
    This converts a PipelineOptions instance to and from a Protobuf Struct.
