    [BEAM-2570] Fix breakage after cloud-bigquery updated

    Fix BigqueryTornadoesIT failure when google-cloud-bigquery updated to `0.25.0`. The new
version changes `query.fetch_data()` return type. 
    Test is done by locally running BigqueryTornadoesIT against Dataflow service.

You can merge this pull request into a Git repository by running:

    $ git pull update-cloud-bigquery-lib
