The real problem is {{beam-sdks-java-javadoc}} has a dependency on {{beam-sdks-java-harness}}
regardless of Java version and fail to build as following

[ERROR] Failed to execute goal on project beam-sdks-java-javadoc: Could not resolve dependencies
for project org.apache.beam:beam-sdks-java-javadoc:pom:2.1.0: Failure to find org.apache.beam:beam-sdks-java-harness:jar:2.1.0
in was cached in the local repository, resolution will
not be reattempted until the update interval of central has elapsed or updates are forced
