    Fix Python Dataflow execution errors due to #3223

    PR #3223 should have first updated the Dataflow Beam worker container before changing
the public API in `gcp/`.  This partially rolls back the deletion part of that change
to fix the current breakage at head.

You can merge this pull request into a Git repository by running:

    $ git pull fix-python-errors

Alternatively you can review and apply these changes as the patch at:
