    [BEAM-1871] Inline and remove POutputValueBase

    This removes a fairly extraneous base class that dates from before Beam and Runner API
design revisions. Better to have fewer and simpler places to enter our APIs.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/kennknowles/beam clean-values

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/beam/pull/2623.patch

To close this pull request, make a commit to your master/trunk branch
