Regarding {{core}} vs {{extensions}}. This can reside in a separate module from core, but
I think that core should depend on it so users get this functionality out of the box.

For example, if a user uses {{TextIO}} and it works for them when passing {{"file://path/to/file"}},
changing this to {{"hdfs://path/to/file"}} should work without the need to add a new dependency
to their project.
