    [BEAM-59] FileBasedSource: convert to FileSystem from IOChannelFactory

    Accompanying changes:
    
    * And change all the FileBasedSource implementations in the SDK.
    * Drop a few FileBasedSource.readFromX functions that are not
      style-compliant.
    * Add a few allowsDynamicSplitting overrides to FileBasedReaders where
      it's needed.
    * Since the FileSystem API can preserve the size information from
      listing in external file systems, get rid of all the sampling logic
      in FileBasedSource -- we can always use the exact size.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/dhalperi/beam convert-filebasedsource

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/beam/pull/2563.patch
