    [BEAM-1300] Finalize Checkpoints before resuming from them

    This moves checkpoint finalization in the DirectRunner to occur before
    the call to createReader instead of between that call and the call to
    reader.start().

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/tgroh/beam finalize_checkpoint_before_new_reader

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/beam/pull/1819.patch
