As a side note, why aren't they really {{PipelineOptions}} ? is there another mechanism in
Beam to pass along external properties ?

I feel like we're missing a runner-specific PipelineOptions.. maybe to be fused with the applicative
PipelineOptions ? or have a separate mechanism for the runners. So that applicative PipelineOptions
would be portable as well. WDYT ?
