You have to read this guide[1] too. Since this service packaged as a .jar
archive it should deploy in a directory called "servicejars" not
"services". In your case you can create a following directory and copy your
.jar file there. HTH

C:\axis2-1.6.1\repository\servicejars\jaxws-addressbook-1.6.1.jar
