As deepal said you need to first deploy axis2.war in tomcat. Then put your
.aar file to tomcat/webapps/axis2/WEB-INF/
services directory to be deploy in axis2. Now you can see it in
http://localhost:8080/axis2/services/<http://localhost:8080/axis2/services/listServices>
 .
