You can do so programatically..e.g.

     ConfigurationContext cfgCtx =

ConfigurationContextFactory.createDefaultConfigurationContext();
        msgCtxt = cfgCtx.createMessageContext();

msgCtxt.setProperty(AddressingConstants.ADD_MUST_UNDERSTAND_TO_ADDRESSING_HE
ADERS,
                            Boolean.TRUE);
