try to create the service client like this

ConfigurationContext configurationContext =

ConfigurationContextFactory.createConfigurationContextFromFileSystem(AXIS2_REPOSITORY,
AXIS2_CONF);
        ServiceClient sender = new ServiceClient(configurationContext,
null);

By giving a valid axis2.xml file and a repository
