It means you have not specified a SOAPAction header in the HTTP request. 

Also keep in mind that the MS SOAP toolkit is gone out of support this month.  

You should move to a supported product/platform.   Like pocketsoap.  Another alternative that
may work for simple cases is to just manually cons a SOAP envelope. 

Eg, the enclosed.

I suggest you ask this question on the MS SOAP discussion list.
Or better yet, try using PocketSoap (www.pocketsoap.com) in place of MSSOAP.
