Dear Brian,

Yes, you have to create the "endorsed" directory yourself under 
"%JAVA_HOME%\jre\lib". For me, I have the following jars under the 
"endorsed" directory:
  dom.jar
  sax.jar
  xalan.jar
  xercesImpl.jar
  xsltc.jar

These .jars all came from the JWSDP package from Sun. Hope this helps.
