Alright. I guess I found it:

org.apache.axis.providers.java.makeNewServiceObject(MessageContext msgContext,
String clsName)
this method returns my skeleton class

org.apache.axis.util.cache.*
these classes create my skeleton instance and return it from cache on later
invocations
