According to the Install.html file, Axis requires a Servlet 2.2 container.  The answer to Q1
is "No".  Please reread question.

Q: Can Axis be used without a web server?
A: No, Axis requires an implementation of the Servlet 2.2 API.

Q: What about using the SimpleAxisServer class included with Axis to get
around this requirement?
A:The SimpleAxisServer class is a testing harness and is NOT designed for
production use.
