I am new to Axis, but I think you could write a provider for your service, I
mean a replacement for RPCProvider.

This custom provider would redirect the request to a method that implements
the logic to retrieve the required data from your DB.
This method would be the one to use your configuration file.

I am not sure about how it would handle ?wsdl requests, if it would need to
handle them at all.
