I've had axis handle ragged 2d string arrays from a .net endpoint; example
code (build yourself with IIS/.net1/0 handy) under
http://iseran.com/Steve/papers/interop

seemed to work ok, certainly didnt crash on that construct, but it didnt
come back as string[][] either
