It has nothing to do with Axis.
This is a feature of your servlet container (for example Tomcat).
The JSSE is required if you use JDK 1.3 and older. With JDK1.4 you do not
need JSSE.
With Tomcat and JDK1.4, no custom code to write. Tomcat configuration and
key/certificate creation for HTTPS is all you need.
Check your servlet container to understand what to do.
