Subject external configuration of a web service

In Axis, how is external configuration of a web service done?  Say I
want to use JDBC and not hardcode connection/driver info into the web
service itself.  Is it possible to do this?  

Also, how do I control the lifetime of a web service implemented as a
java class?  The Apache SOAP had a scope attribute(request, session,
application) in their deployment descriptor.  Is their anything similar
in Axis?
