On the server the handlers and services have available
to them a MessageContext object.  In there is a bag of
properties, one of those properties should be the
HTTP object (session, servlet...).  From that you should
be able to get the cookies.
Look in AxisServlet.java to see all of the properties
that are set.

In Axis is there a way to access generice header elements ie cookies?
