Attached bogus_javadoc.zip with full repro case, and results on my machine showing switched-around
formatting.

It shouldn't be; javadocs don't apply to files as a whole. And the comment right before the
top-level class is a regular "/* ... */" comment; it should probably be a javadoc block.
