Project Web Access returns 2 cookies with header value "Set-Cookie". But one of them is overwritten
due to the map implementation.

in the map, then we can change the value for that key as "header=value1;header=value2". So
if there are multiple entries with same header, the programmer using it can handle the key
and not actually lose the information.
