Issue seems still there in 1.6.2.

An alternative fix would be to edit RampartPolicyData.getOptimizePartsConfig() implementation
from

return rampartConfig.getOptimizeParts(); // may throw NPE as rampartConfig may be null

to

return rampartConfig == null ? null : rampartConfig.getOptimizeParts();
