I think you can use a tree set instead of 

private static final Set<String> metadataQueryParamNames = new HashSet<String>(
            Arrays.asList("wsdl2", "wsdl", "xsd", "policy"));

i.e

Comparator comparator = new Comparator(){
            public int compare(Object o1, Object o2) {
                String string1 = (String) o1;
                String string2 = (String) o2;
                return string1.compareToIgnoreCase(string2);
            }
        };

        TreeSet treeSet = new TreeSet(comparator);
        treeSet.add("wsdl2");
        treeSet.add("wsdl");
        treeSet.add("xsd");
        treeSet.add("policy");

Then for 

int wsdl2 = query.indexOf("wsdl2");

this should work.

int wsdl2 = query.toLowerCase().indexOf("wsdl2");
