Isuru Eranga Suriarachchi resolved AXIS2-4260.

       Resolution: Fixed
    Fix Version/s: 1.6

The functionality implemented in this patch is already there in the code. And also Provider
based endpoints with @wsdlLocation annotation work fine. The "SoapMessageProviderTests" in
jaxws-integration test suite addresses this scenario.
